Coordinating authority and representative of Commander, Alaskan Command and Alaskan NORAD Region on missile defense issues. Command Spokesman to agencies internal and external to Alaska, at all levels of Department of Defense and civil government. Government chair of the cruise missile defense session for the 2002 Missile Sciences convention for the American Institute of Aeronautics and Astronautics.
1998-2001: Chief of Requirements and Programs Division, Headquarters North American Aerospace Defense Command, Colorado Springs, Colorado.
Responsible for acquisition programs relating to NORAD operations in Cheyenne Mountain, Alaska, Canada, and continental United States. Command spokesman to the Joint Staff and Joint Requirements Oversight Committee. Served on a senior government board of directors of a $6M National Cruise Missile Defense study. Directed development of a $100+M technology demonstration of The Matrix. Led a multi-agency effort to develop a national command and control architecture.
1997-1998: Vice Commander, 314 th Airlift Wing, Little Rock Air Force Base, Arkansas.
Acting commander and assistant commander of the world's largest C-130 airlift wing. Responsible for daily oversight of a base hosting more than 20,000 people. Direct budget authority exceeded $134 million. Envisioned and supervised development of a 10-year base modernization plan and then worked with Congressional representatives to build a new control tower, sewage system, C-130 landing strip, and fiber optic network, totaling over $100 million. Legislative liaison to state and federal representatives. Led volunteers to build a Scout facility, now named Lambert Lodge.
1996-1997: Commander, 314 th Support Group, Little Rock Air Force Base, Arkansas.
Directed daily performance of over 1,300 people in five major units (civil engineering, security police, communications, personnel support and community services) supporting flying operations of four flying squadrons with 76 C-130 aircraft. Direct budget authority exceeded $42 million. Gained "Best in Air Combat Command" rating for the Support Group during a Quality Air Force Assessment, and an overall "Excellent" rating during an Operational Readiness Inspection. Established an extremely close working relationship with the local community through Rotary, Chamber of Commerce, Community Council, Scouts, Red Cross and with the Governor and Congressional principals and staffs.
1994-1996: Deputy Commander, 3d Operations Group, Elmendorf AFB, Anchorage, Alaska.
Acting Commander and Deputy of an 80-aircraft composite group, with nearly 1600 people and a budget exceeding $25 million. Managed the group's construction budget, aviation fuels budget, and compliance with all national safety and environmental standards. Gained funding for a $21 million C-130 hangar and squadron operations building. Served as the Deputy Joint Forces Air Commander on the Kitty Hawk carrier, for the largest, live-fly exercise in the Pacific in 1995.
1991-1994: Chief and assistant chief of Exercise and Operations Divisions, Headquarters NORAD, Peterson AFB, Colorado Springs, Colorado.
Planned and controlled live-fly fighter interceptor exercises throughout North America. Command Director and trainer for new flag officer command directors in Cheyenne Mountain Command Center. Commanded the Joint Planning Assistance Team in Col ombia, providing real-time intelligence and operations support to Col ombian ground, riverine, and air forces; captured 20 drug laboratories, over 12,000 gallons of precursor chemicals, 14 aircraft, 1,000 kilos of cocaine and base, and cash. Total loss to the drug traffickers exceeded $12 million.

Served on the NORAD and USSPACECOM Battle Staffs, including on 9/11, developing courses of action for Operation Noble Eagle and Operation Enduring Freedom. Earned the highest peacetime civilian decoration, the Distinguished Service Medal, and was twice honored with the highest rank in the Executive Service, Distinguished Executive.
1983-1985: Director of Kinetic Energy Weapons, Strategic Defense Initiative Organization, and Director of Technology and Systems, Army Ballistic Missile Defense Organization.
Initial Director of Kinetic Energy Weapons. Developed the Kinetic Energy Weapons program and led transition of Service programs into the Strategic Defense Initiative. Simultaneously responsible for all Army ballistic missile defense systems technology and activities at the Kawjelein Missile Range . Accomplishments included the Delta 180 and 181 experiments and important roles in the Homing Overlay Experiment, one of the first successful hit-to-kill intercepts of an intercontinental ballistic missile.
1973-1983: Deputy Program Manager, Navy Directed Energy Weapons Program.
Conceived, developed, and tested all Navy sponsored directed energy weapons. Developed the Mid-Infrared Advanced Chemical Laser, which is still the most powerful and longest serving directed energy device of the type in the world. Led development of the SeaLite Beam Director and the High Energy Laser System Test Facility, which is today the principal directed energy weapon test resource for the United States . Other accomplishments included the Unified Navy Field Test Program, which was the first successful engagement of a supersonic missile with a high energy laser.
1963-1993: Colonel, United States Air Force.
Active service in the Air Force included tenure as an Associate Professor of Aeronautics at the United States Air Force Academy and as one of the first project leaders in the Air Force High Energy Laser Project. Left active duty ten years after commissioning and served in the active Air Force Reserve for the next 20 years. Senior Reservist in the Air Force Office of Scientific Research for many years, conceiving and directing research programs in physics, aerodynamics, and electronics at major universities. Mobilization Assistant to the Director of Science and Technology, Air Force Material Command, for the final five years of a 30 year Air Force career. Participated in formulating and managing the entire Air Force science and technology program.
